Rikiya, better known by his code name Re-Destro, is the president and CEO of the Detnerat Company, the son of the infamous villain Destro (for which he named his own code name after), as well as the secret leader of the villainous Meta Liberation Army, an organization that follows the philosophy that the usage of Quirks is a basic human right, and seeks to liberate society and allow for the free use of Quirks.
